IC3 Advocacy & Adoption Program

At the 2018 Annual IC3 Conference in New Delhi, IC3 leadership announced the continuation of IC3 advocacy efforts through the initiation of the IC3 Advocate program for high schools and the IC3 Adoption program for universities.


IC3 Advocacy Program

The IC3 Movement aims to appoint and recognize 100 IC3 Advocate Schools in towns/cities across the world. These high schools, many situated in Tier II and Tier III cities, will drive advocacy in the field of career and college counseling. These schools will adopt and showcase the counseling laboratory pedagogy and become hubs of training, knowledge, support, and guidance, while serving as an exemplar for high schools in their region. For schools that wish to become thought leaders in learning and student success, this is a unique opportunity to assume a leadership role in community engagement and development.

How to become an IC3 Advocate School:

  1. High school should follow a nationally/internationally-recognized/accredited curriculum.
  2. High school should be committed to establishing a fully resourced career and college counseling department within the school.
  3. High school should be committed to promoting advocacy in the field of career and college counseling within high schools in the immediate region.
  4. High schools should appoint at least one full-time career and college counselor per 120 students in grade 9 through grade 12.
  5. High school should have at least one individual/counselor trained through the IC3 Institute, equipped to effectively run a fully functional counseling office.
  6. High school will have a well-resourced library, providing access to students of other local high schools.
  7. High schools will apply to become IC3 Advocate Schools. The applications will be reviewed by an IC3 Independent Advocacy body comprised of educators from high schools and universities from around the world.
  8. High schools selected to become IC3 Advocate Schools will be committed to the role for a period of three years in their specific city. Upon completion of the three-year period, other schools in the region that apply for the position will be given preference to become new IC3 Advocate Schools. In the situation that no other school in the region applies, the outgoing IC3 Advocate School will be given the opportunity to reapply to continue serving as the IC3 Advocate School for an additional term of three years.


IC3 Adoption Program for High Schools and Universities Around the World

There are 176,000+ high schools in the South Asia, Southeast Asia and Middle East regions that currently operate without an adequate career and college counseling infrastructure. Many of these schools are severely constrained in terms of financial resources, most of which are consumed supporting the basic academic curriculum, not leaving any resources for career and college guidance. Regardless of resources, most lack an understanding of how to structure, resource and efficiently operate an effective counseling department in high schools and support students as early as grade 8/9. In addition, changing programs of higher study and the evolving careers landscape pose a bigger challenge from a staff training and professional development standpoint. The IC3 Adoption Program is aimed at resolving this problem through the support of leading universities from around the world.

If the university chooses to support the school financially, the school and the university will work together directly to facilitate this. (This is completely optional, and not a requirement for participating IC3 Global Partner Universities.)

The IC3 Adoption Program will have two key audiences:

  1. The high schools that need help in establishment, operation of a counseling setup and training/guidance of staff to adequately resource the counseling office.
  2. The IC3 Global Partner Universities that will commit to support the identified high schools in this program.

IC3 Adopted Schools

How to become an IC3 Adopted School:

Schools that currently operate without an adequate career and counseling infrastructure may apply to become an IC3 Adopted School to find an understanding of how to set up, resource and efficiently operate an effective counseling department in the high school, and support students as early as grade 8/9.

  1. High school should follow a nationally/internationally-recognized/accredited curriculum.
  2. High school should be committed to establishing a fully resourced career and college counseling department within the school.
  3. High school should have at least one individual/counselor trained through the IC3 Institute, equipped to effectively run a fully functional counseling office.
  4. High school will be open to providing a dedicated space for a library and career office.
  5. High schools must apply to become an IC3 Adopted School. The applications will be reviewed by an IC3 Independent Advocacy body comprised of educators from high schools and universities around the world.
  6. High schools selected to become IC3 Adopted Schools will be committed to the role for a period of three years, supported by an IC3 Global University Partner.
  7. The choice of the IC3 Global Partner University assigned to an IC3 Adopted School will be at the sole discretion of the IC3 Independent Advocacy body.

IC3 Global Partner Universities

How to become an IC3 Global Partner University:

  1. Participating institutions must be accredited two-year, four-year and/or graduate degree-granting institutions.
  2. Participating institutions must support and adhere with NACAC’s Code of Ethics and Professional Practices.
  3. Universities from around the world can apply to become an IC3 Global Partner University. The applications will be reviewed by an IC3 Independent Advocacy body comprised of educators from high schools and universities around the world.
  4. If selected, a university will be an IC3 Global Partner University for a period of three years, and assigned one to five schools to support.
  5. At the end of the assigned three-year period, a university can reapply to become an IC3 Global Partner University again.
  6. The choice of the high schools assigned to an IC3 Global Partner University will be at the sole discretion of the IC3 Independent Advocacy body.
